Lost Your Gas Connection’s Subscription Voucher? How to Get a Duplicate SV

Ask most families where their gas connection papers are and you’ll get a pause, then “should be in the steel almirah, in the blue file”. Sometimes it is. Often the Subscription Voucher went missing in a house move, got thrown out during Diwali cleaning, or is still with a relative who held the connection twenty years ago.

Nobody misses the SV until the day they need it: for a transfer, a surrender, or a name change. If that’s where you are, relax. Losing the SV doesn’t mean losing your connection or your deposit. Here’s how to get a duplicate, and when you don’t even need one.

What the SV Is, and Why It Matters

The Subscription Voucher (SV) is the document you get when a connection is released. It records the cylinders and pressure regulator given to you against your security deposit, along with your consumer number, SV number, distributor and the deposit amount you paid.

HP Gas calls it “an important document” that “should be retained safely”, and for good reason. You need it for:

  • Surrender and deposit refund. IndianOil’s Citizen’s Charter lists the original SV among the requirements for a Termination Voucher and refund.
  • Transfer to a new distributor or a new city.
  • Name change or transfer to a family member.

Do You Actually Need a Duplicate?

For everyday use, no. Booking refills, eKYC and deliveries work with your consumer number, registered mobile number and Aadhaar. The SV doesn’t come into it.

And even for surrender or a name change, the gas companies accept a declaration of loss in their own format in place of the original. So depending on what you’re doing, the declaration itself may be all you need. Ask your distributor which applies to your case before you start.

First, Look for a Digital Copy

Before any paperwork, spend five minutes checking these two places.

DigiLocker

According to the petroleum ministry, Subscription Vouchers and TVs are available to consumers through DigiLocker, and the ministry describes itself as the largest issuer of Aadhaar-linked e-SVs. Open the DigiLocker app, search for the LPG subscription voucher, and see whether your gas company’s document can be fetched for your connection.

Your email

When the oil companies launched online connections under SAHAJ in 2015, an electronic SV (e-SV) was emailed to the customer when the connection was released. If you got your connection online, search your inbox for “subscription voucher” or “e-SV”.

Found one? Ask your distributor whether they’ll accept it for what you need to do. At the very least, it gives you your SV number and deposit details.

Your details aren’t lost either way

Even if the paper is gone for good, your distributor’s records still hold your SV number, deposit amount and number of cylinders. The standard loss declaration for people switching to piped gas, for example, is verified by the distributor against exactly these records.

How to Get a Duplicate SV, Step by Step

  1. Go to your distributor, ideally with the connection holder. HP Gas says the declaration format is available at the distributor or the company’s customer service cell.
  2. Ask for the loss of SV declaration in your company’s format. HP Gas’s FAQ puts it simply: in case of loss of SV, the customer has to submit a declaration as per the format.
  3. Fill it in. Expect to give your name, address, consumer number, SV number, distributor’s name, the number of cylinders and the deposit amount. If you don’t know the SV number, the distributor can find it.
  4. Read what you’re declaring. The standard formats have you confirm that the SV is lost, that you haven’t transferred it to anyone, that you’ll return it if it turns up, and that you’ll be responsible if someone else uses it to claim money.
  5. Attach ID proof and carry your last cash memo, which has your consumer details.
  6. Submit it and collect an acknowledgement, along with the duplicate SV once it’s issued.

Plain paper or stamp paper?

The standard declaration for a lost SV or TV is made on plain paper. Some situations call for more. HP Gas, for example, asks for an affidavit in its format when the SV is lost and the connection holder has died. So ask your distributor exactly which document they need before you buy stamp paper or pay a notary.

The standard formats don’t ask for a police complaint, so you usually won’t need one.

Is there a fee?

Distributors can charge only the service charges approved by the oil company. IndianOil, for instance, says its approved deposit rates, tariff and service charges are listed on its customer portal. Whatever you pay, ask for a receipt.

Special Situations

You want to surrender, and the SV is lost

You don’t need a duplicate first. Give the declaration of loss when you surrender. There’s even a separate standard format for people surrendering LPG after switching to piped gas (PNG). The distributor checks your SV number, deposit and cylinders against its records, and the deposit is refunded as usual.

The connection holder has passed away

For a name change to a legal heir without the original SV, HP Gas asks for an affidavit in its format. If the family can’t produce a legal heir certificate, it accepts a separate plain-paper declaration. Indane and Bharat Gas distributors may word their requirements a little differently, so check at your agency.

You have the cylinder and regulator, but no papers at all

This happens with very old connections. HP Gas’s FAQ covers it: a person who has the cylinders and regulator without any connection document, neither SV nor consumer card, can submit a declaration in the prescribed format, and a new SV is issued against the existing equipment.

You’ve lost the Termination Voucher

The standard loss declaration covers both the SV and the TV. Act quickly, because HP Gas says a TV is valid for one year from the date it’s issued.

Keep It Safe This Time

  • Take a clear photo of the duplicate SV as soon as you get it.
  • Save a copy in DigiLocker or your email, and note the SV number and consumer number somewhere you’ll find them.
  • Keep the original with your property papers, not in the kitchen drawer.

Quick Answers

I lost my gas SV. What should I do?
Submit a declaration of loss in your company’s format at your distributor. You can then get a duplicate, or use the declaration directly for a surrender or name change.

Do I need an affidavit on stamp paper?
Usually not. The standard declaration is on plain paper, but some cases, like a name change after the holder’s death, may need an affidavit.

Will I get my deposit back without the SV?
Yes. With a declaration of loss, the deposit is refunded as per the distributor’s records.

Can I find my SV in DigiLocker?
The petroleum ministry says SVs and TVs are available through DigiLocker. Check whether yours can be fetched.

Do I need the SV to book a cylinder?
No. Booking works with your registered mobile number and consumer number.

Lost Paper, Not a Lost Connection

An SV going missing feels like a big deal, but your connection and your deposit live in the distributor’s records, not in that one sheet of paper. Check DigiLocker and your email first. If nothing turns up, one declaration at your distributor sorts out the duplicate, the surrender or the name change. And this time, keep a photo on your phone.
